This puzzle came out of a visit to Wellington by Sir Ian McKellen to perform King Lear (with Sylvester McCoy as his Fool). The quotation used just stood out as it was said, and I was rather surprised to find it not referenced anywhere. It does seem a likely candidate – although equally it has many equivalents to fight against, I suppose.
The quotation was from King Lear Act IV: (‘Tis the) time’s plague, when madmen lead the blind. Each unclued answer consisted of a synonym for madmen, followed by a type of blind.
